Delhi became the first State to introduce 'Smart Card' in place of printed Registration Certificate.
At a meeting convened on 21st September 2004, Rajiv Talwar, Transport Commissioner, Delhi, informed that the existing registration procedure including the procedure for automobile dealers who are doing registration at their ends would continue. Automobile dealers will charge Rs. 370.00 for 'Smart Card' in addition to the other fees being charged by them. The 'Smart Card' will contain scanned copies of all the documents relating to the registration of vehicle, thereby dispensing with the massive records of files presently being maintained in Transport Department for each and every individual vehicle. The automobile dealers will collect 'Smart Card' on a weekly basis and hand over to customers along with file of papers relating to their vehicles.
Any change in the particulars contained in the 'Smart Card' will require authorisation from designated officials in the Transport Department, to prevent any irregularity.
