It has been observed that uncertainty and lack of knowledge at times impede smooth registration of vehicles causing inconvenience to both the dealers and customers.

Anil Chhikara, Motor Licencing Officer (Projects) at Transport Department, Govt of NCT of Delhi has, in the past, been clarifying the doubts and queries of FADA members on various matters relating to Motor Vehicles Act and Central Motor Vehicle Rules, through the medium of this Journal.

The column is being restarted to enlighten automobile dealers on issues arising out of the new provisions being implemented or contemplated under the MVA/CMVR. This issue covers the queries on High Security Registration Plates notified to be implemented by 1st June 2005.

Chhikara is an MIE (Mechanical) and has authored a number of books on automobile engineering providing window to latest developments on technology front in automotive industry. These books have proved to be very effective for development of the workshop manpower. He has made a valuable contribution in improving the working of RTOs in Delhi, which have become a role model for the RTOs in other parts of the country. He has played an active role in the introduction of technology driven measures in Delhi, such as, Smart Card, High Capacity Bus System, etc. He has also prepared a manual titled "The Perfect Motoring" on Road Safety, Traffic and RTO procedures.

Anil Chhikara has been inducted as a special invitee into CMVR Technical Standing Committee, constituted by the Government of India for the review of Central Motor Vehicle Rules.


Question: What is High Security Registration Plates (HSRP) system?

Answer: The Ministry of Road Transport & Highways, Government of India has amended Rule 50 of Central Motor Vehicle Rules 1989 to make uniform pattern of displaying registration mark throughout India. The existing system of display of registration mark has the following flaws:

1.
People paint the registration mark in any fancy painting, any size, with undesirable monograms, etc.
 
2.
The repainting or change of registration plate is very easy, whereby criminals get away unnoticed. The fake registration plate encourages robberies and road based crimes.
 
3.
Deceptive/fancy registration mark creates a lot of inconvenience in identifying the vehicle involved in crimes, traffic offences, road rage, or hit and run cases.
 
4.
Roadside registration mark painting shows a backwardness of the country and is out of sync with modem technology automobiles.
 
5.
Under the existing system, where all records are manually created and maintained, it is difficult to compile national data of motor vehicles. HSRP will help in creating computerised data of old registered vehicles and new vehicles at places where computerised records are not maintained at present. With the networking of all RTOs, it will become easy to prepare national data of motor vehicles.
 
Question: What are the salient features of HSRP?

Answer: The HSRP system will provide the registration mark to be displayed at front, rear and on windshield of the vehicles. Salient features of HSRP system -
 
1.
Plate will be made of 1.0mm aluminium of DIN/745/DIN 1783 02 ISO-7591 with round corners and registration mark exhibited in English and Arabic numerals hot-stamped. The registration mark will have reflective sheets of imperishable nature guaranteed for a minimum five years.
 
2.
Each plate shall be protected against counterfeiting by applying chromium-based hologram of hot-stamping containing IND of blue colour at left centre of plate.
 
3.
The plates will be fastened with non-removable-non-reusable snap lock.
 
4.
The HSRP will be tamper-proof and non-replaceable. Any attempt made to remove or replace the number plate will break the snap lock making it impossible to instal any other number plate. Any attempt to remove the third plate in the form of a self-destructive chromium based hologram sticker, affixed on the windshield will spoil/break the sticker itself making it non-reusable.
 
5.
The number plate will be fitted within the premises of registering authority or at any other place designated by the Transport Department of the State concerned.
 
6.
The prototype of HSRP will require to be approved by testing agencies, viz. ARAI/VRDE/CRRI.
 
Question: How the HSRP system will be implemented?

Answer: The manufacturer of registration plate will first get his registration plate type approved from any one of the testing agencies mentioned above.

After the type approval, the manufacturer will apply for contractual approval from State Government. The State Government may select the manufacturer through tender process or on merits.

After approval by the State Government either for entire State or a part thereof, the manufacturer will appoint their authorised vendors or fitment agents.

If a State Government feels appropriate, it may designate the authorised agent or his officials to act as a registering authority and to instal HSRP at a place other than RTO premises.

The agent will have to maintain the inventory of number plates and hot stamping machine to hot-stamp the registration mark on HSRP as allocated by the RTO. The windshield sticker will also be printed and affixed by the authorised agent.

In case of mutilation or damage to any of the 3 number plates resulting from accident or normal wear and tear, replacement will be done by the authorised agent only with the permission of the concerned RTO.

All the registration records will be entered into the database, which will be later, handed over to State Government online.

Question: What is the schedule of implementation of HSRP?

Answer: The HSRP implementation is scheduled to commence on or before 1st June 2005 for new vehicles to be registered and within two years thereof for earlier registered vehicles.

There were a few cases pending with Hon'ble Supreme Court where some allegations were reported in selection procedure of HSRP authorisation of State Governments. Hon'ble Supreme Court has, in a judgement recently, dismissed all such writ petitions challenging the selection procedures for vendors. Ministry of Road Transport has asked the States to initiate steps for the implementation of HSRP by 1st Jun'05.

Question: Who will benefit from the implementation of HSRP?

Answer: Vehicle Owners -
 
1.
Since possibility of change of Registration Plate is obviated by HSRP, car jacking or thefts would be reduced.
 
2.
Sale/purchase of pre-owned vehicles will be less risky.
 
Police
 
1.
Easy to identify traffic offences, stolen vehicles and vehicles involved in crimes.
 
2.
No unregistered vehicles would be able to ply on roads.
 
3.
Ultimate reduction in crimes/theft cases.
 
4.
It is will be easy to trace the 'Hit & Run' vehicles and vehicles involved in crimes.
 
RTOs
 
1.
Computerisation of records.
 
2.
Scope to introduce technologies, like, smart cards/GPS oriented tracking systems.
 
3.
RFID (contact less) toll solutions enhancing revenues of the Governments.
 
Question: How an automobile dealer will function under HSRP system?

Answer: The dealer's role remains the same as in the existing system. In HSRP system, the affixing of registration plate would be carried out either within the RTO premises or at the designated premises authorised by the Transport Department of the State.

Question: Is there a business opportunity for dealers under the new regime?

Answer: Yes, they may enhance their business by becoming the vendors/franchisees of HSRP manufacturers.

It has been observed that these manufacturers are approaching the automobile dealers to act as their franchisee/vendor for a State or part thereof even before being declared successful in the tendering/bidding process of the State Government concerned.

Before establishing any business relationships, automobile dealers may take care to make sure that these manufacturers/suppliers of number plates have been appointed by the State Government as approved supplier for the State.
