Home Scooter Repair/Service Declared Household Industry in Delhi   The Union Urban Development Ministry has cleared a notification to add an enabling provision to Delhi Master Plan 2001, according to which Scooter repair/service would be allowed in non-conforming areas as a household industry subject to certain conditions being met. The notification also makes a provision that nonconforming clusters of industrial concentration of minimum 4 hectares contiguous area, having more than 70 per cent plots within the cluster under manufacturing activity may be considered for redevelopment as industrial areas on the basis of surveys. Among various conditions to re-designate such clusters as industrial areas, is the condition that there should be direct approach from a road. While one has to go through the fine print of notification for its exact import for authorised automobile workshops operating in non-conforming areas, the decision of Union Urban Development Ministry may provide some respite to two-wheeler workshops, in particular. It may be recalled that arising out of a PIL, the Supreme Court had on 7th May 2004 ordered the sealing/closure of all industries, including automobile workshops in Delhi, which came up on or after 1st August 1990 in nonconforming areas.
